Funny thing is people thing the title comes from HP Lovecraft’s “Shadow Over Innsmouth” but there’s no such phrase there.
Actually it comes from another Lovecraft’s masterpiece, “At The Mountains Of Madness”.
And it is not a reference to the almighty Cthulhu, but to the abominable Shoggoths.
